The skinny trees are probably Douglas Fir. The parks' web site has a series of short videos one of which talks about the second growth forests in the park. The Redwoods were heavily logged even after WWII. A few old growth groves still existed and many are protected now by the parks.
But, the second growth forests are nearly all Douglas Fir and are quite crowded with small trees. So, the parks' administration is attempting to restore the forests by thinning the trees to allow the remaining trees light, nutrients, and room to grow into a mature healthy forest.
